Cannot Enter Solitude in Cool Ranch

I cannot enter solitude in cool ranch. I try walking up to the gate and it won't let me in. Any help?

Are you just trying to get there to get the Dixie Chick? You have to have the quest in order to get in. Is the quest for in in your quest book?
You need the quest: "The Legend Of Burly's Gold" From Dan Drake In Tumbleweed. He is standing to the left of the top of the stairs in Tumbleweed.
