Cool Ranch Chickens

I've noticed that around Cooper's Roost, as well as the anthropomorphic chickens, there are the OTHER chickens that are exactly like the chickens in real life. My question, who decides which chickens can talk and walk and which ones can't.

The Spiral ( as on Earth ) seems to be operating on the Theory of Evolution with perhaps a big dose of Magic thrown into the mix.
