Just a question for Ratbeard or any of the developers in charge of powers, but when/if Privateers get Repel 3, will Dress the Line change or will it continue to add Repel Ranks?

Dress the Line will continue to add ranks.

Like any other effect that boosts talent ranks, it simply won't provide any benefit to anyone already at maximum rank (at least not until we unlock new, higher ranks of all the talents...)
