Is there a time limit for restoring characters?

Hello,
I somehow managed to get an extra character with many useful items, deleted.
I believe it was shortly after the update of the Dreadnaught in Skull Island. Somewhere around October or November of last year. Unfortunately I didn't even realize characters could be restored until a couple days ago.

SO here are my 2 questions?

1. Does Kingsisle have a time limit where data is archived or something and they no longer have access to it?
2. It's been nearly 7 or 8 months I believe, and I gave all the Information asked, My user, name of the character, and I think the rough date of when it was deleted.

Sorry for bumping, but I found out it doesn't work it's been too long, and I have a new question.
Are Items any different? Do THEY have a time limit?
