No swashbuckler only companion in aquila?

I was wondering why there is no swashbuckler only companion in aquila. Or is it just burried in some side quests? Could someone please answer if there is one.

Everyone gets the eagle he is a swash progress more and you will see

There is a side quest swashbuckler-only companion in Nova Aquila. The quest is given by Pixelles, and it starts out by defeating Harpies.
