Question about the new talents

So, we have the new talents (Scrapper, Brawler, etc.) but I noticed that some companions can train in a specific talent more than others. Like Buccaneers seem to be able to max out Brawler and Privateers can max out Officer (makes sense). I'm wondering, are all the new talents like this? And if so, which class can max which talents?
