So with the ability Relentless 3 it says "Bonus Attack if you hit (35+% chance), up to 3X per round. Increased % vs. wounded enemies" Does the increased % mean greater chance or greater power?

It means a greater chance to activate the Epic. So, with a +35% increase, Relentless has a 70% chance of activating. The same goes with Burst Fire.

it means that each time you get relentless there is a 35% increase in the chance you'll get it again so it can be quite useful!
