Short Stop and the Jones

While I was sailing in Catbeard's Hideout, I saw two NPC's standing on some old ruins that were south of where Catbeard's ship was on the map. One of them was a chicken boy that resembled Timmy named Short Stop. The other was a dog sergeant who was labeled as the Jones. Does anyone know who these people are, and why they are there? It's kind of weird because I can see them from my ship.

Srsly? I've never heard of them, but I'll check it out next time I'm in Port Regal.
