Valor's Armor not available for Privateer

I am a level 14 Privateer and I was looking ahead at the talents I will eventually train for and noticed that Valor's Armor is not available. I see Valor's Fortress with the prerequisite of Valor's Armor but not Valor's Armor itself. I heard about a glitch that was causing players to not be able to train for certain talents if they were wearing gear with that talent already on it so I tried to unequip all my gear, although, I didn't have any gear with Valor's Armor, hoping it might solve my problem but unfortunately I still don't see it available.

Each class has one or two powers that are earned as quest rewards rather than simply learned from trainers, those won't show up on the trainer's list.
