Should i use phules wand or the nefarious staff? thank you.

It depends on if you are going to mainly use spells or if you will want to attack a bit more. I assume you are a witchdoctor and most of them only really use spells so Phule's Wand will give you great range for that, but if you are dying a little bit too much then the Nefarious Staff can help with the scorpions and high damage (for readied spell and other things). It really just depends on your play style.
