Why is Dooley here?

Every time I walk in Skull Island to get to the Bazaar or PVP or something, I always see Dooley. Why is he there if he doesn't offer or have anything to do with quests, sales, or anything?

1. Local color
2. He's there so KI will have something to use when it becomes necessary ( like all those caves which have no purpose yet. )

I suspect he is part of one of the main companion promotion quests. Some NPCs are there just for that quest and unless you have that particular companion and have triggered the quest they just appear to stand there.
