Most likely because you won't enter there for a while, in fact *Spoiler* you won't enter there at all in Aquila. I don't think Kingsisle intended to confuse you, they just don't want to be releasing information that might not occur at all in the storyline.

The two unnamed storm gates in Aquilla may have been added there because we maybe returning to Valencia or going to a new world when a story update comes around.

I did see an unaccesable stormgate to Aquila in Valencia
But that still leaves one mysterious stormgate
