Cool Ranch Overleveling

In cool ranch, when pirates get to port regal, they level up so fast that when I was on my swashbuckler, I had to borrow money from my higher level buccaneer. I think when players get to port regal, they should level up slower so they don't have to buy many thing like training tomes, and other gear.

The second half of Cool Ranch follows Port Regal; you will need those levels to successfully complete it.
