When do we get El Toro?

I remember reading somewhere (here I might have misread) that you get El Toro after three fights. I have fought with him three times. When do I get El Toro?

Second half of Cool Ranch, about level 38 - 40.

You'll get him around level 35, near the end of Cool Ranch. I don't want to say much more, at the risk of spoiling the story for you.
