Why does Deacon fall so early in the game?

Why does Deacon fall before we even go to Mooshu? Surely it'd be better to defeat one of Kane's Court (inner circle) at the end of each expansion. Malistaire did no fall until the end of Dragonspyre. I'd preferred to beat Deacon at the end of Mooshu, then which ever you chose next at the end of the next expansion. /shrug, what do I know?
