Spell power seem off in calculation @ Ratbeard

I think posted this in the wrong section. I notice that for instance mojo mastery at 12% seem to only count on musketeer bombs at 9% what happened to the 3%? I when i accounted for the round down if the number was less then .5 then it seem that 3% appear there. Is powers affected by spell power using the full boost to spell power or only a fraction?
