Level 20 stabby weapon missing in action

The agility based weapons should be stabby or shooty, right? The Cool Ranch weapon vendor in San Pollo sells level 20 gear. He sells a Desparado's Blades that say slashy only. The lower level weapon vendors sell at level 15 Artillerist's Blades (slashy/stabby), level 10 Fancy Florentine Set (slashy/stabby),level 5 Cruel Cutters (slashy/stabby) and Grimblades (slashy/stabby). Is this an error because Agility is a Swashbuckler's main stat? Privateers need Strength and Will.
