Switching talents from one page to an other

How do I drag talents from one page to another? I have a talent I want on second page to bring to the top of my list on first page and it wont let me.

"Talents" can't be dragged from page to page; however, "Powers" can be moved by dragging the power's icon and hovering over the left (or right side if you're demoting a power) of the "My Powers" interface until it turns the page.
