Who do you think is better,Rooke or Bishop ?

I think Rooke because Rooke has much more life than Bishop . Plus Bishop is a level 53 and Rooke is a level 55 . Also Rooke is a Armada general and Bishop is just a clockwork Mage. So Bishop has no super special place in the Armada ! My character on pirate 101 is a swashbuckler named Cynical Blaze . Please be my friend if you find or see me . Hope to hear replies !
