combat threat?

I'm confused, what is combat threat? I can't find a definition anywhere in the game, and I keep getting these talents that increase it. please explain.

I believe it means that the enemies will consider you a larger threat and will focus their attacks on you if there is a choice.

Basically more combat threat= more chance the enemy will hit you

It is really useful for defensive characters so weaker health pirates can go in and deal damage.
Although not really sure but that is how it kinda worked on wizard101.

Maybe Ratbeard can come in and confirm?
