The Golden Guard are some special Monquistan troops in the Plundered Tunnels, just in front of the Mask Chamber that a Witchdoctor needs to visit for Mormo's first promotion. They challenge any Pirate crossing their entry point. However, they can be skirted by walking around the area. So - they aren't actually a part of the promotion quest.

I'm guessing Flash33 is asking why they challenge pirates but then don't actually attack to prevent passage?

They're in the Tunnels is the Isle of Doom. They really served no purpose whatsoever.
