Problem with Aldo?

In the quest Leverage, how come Aldo (Monqistan City Drains) has a Musketeer's weapon (a Crossbow) and has a talent of Blade Storm which allows him to use that weapon twice? Shouldn't his talent be Double Tap?

I haven't been to Monquistan City Drains in a long time, so I looked on the wiki. He is a buccaneer who just appears to be holding a crossbow.
