Jade Fleet Purpose?

Does anyone know what the purpose of the Jade Fleet is because they aren't mentioned once in the storyline, so does this mean they are part of a side quest or are they just there because Kingisle wants them to be there.

If you are a swashbuckler, the Jade Fleet has a most definite purpose in the second promotion of Subodai.

They're part of the Imperial Jade Empire, and those ships are the emperor's Jade Fleet.

And since he's asleep, chances are they've turned on him.
