Book 13 sidequests badge

I've been working on completing missed sidequests using the pirate wiki as a guide. I'm pretty sure I've completed all the side quests for Book 13 (I've double checked the wiki), but I'm still missing the badge you get for completing those side quests. Is it bugged, or am I still missing something?
