Dragoon Battle in Wreck of the Victory

I am farming Rooke in the Wreck of the Victory, and I haven't been collecting the chest in the battles other than Rooke. When I exited the Dragoon battle right before Rooke, I wasn't allowed up the ramp to fight Rooke because I didn't collect the chests in the battle.

I had this issue yesterday as well.
