English Bill's Jacket has a power True Grit which shows a Gun and has a description of “bonus attack when enemy hits.”, but it doesn't explicitly state that a Gun is required. I have tried it on a Melee Weapon and it didn't seem to work. Does it require a Gun?

Yes, of course. true Grit is a shooty weapons' Epic Talent, just like Super Strike, Burst fire or Overwatch. You have to equip a weapon with "Shooty" in its type description.

just a quick tip though, hybrid weapons (melee/ranged or ranged/magic) can be used to trigger this as well, since you are using a shooty weapon

so to answer your question, YES you can be melee to trigger this, just get a hybrid weapon
(also stand next to the shooter)
