First entry to area fails

I've encountered the same problem in 2 different places. The problem is I am trying to enter an area (Smuggler's Cove from Smuggler's Cove Docks or Cooper's Roost from Cooper's Roost Docks) and my first try fails. But, if I move away from the entrance, everything disappears and I enter where I was trying to enter. This problem used to occur only in Cooper's Roost, but I thought it was fixed.
