Jack's quest messing up

For some reason Jack's quest doesn't seem to be working. I've completed all the dungeons but it never told me to talk to Jack. when i completed the other quests the game told me to complete Jack's quest. i went back and fought the crabs and the game gave me a quest to beat the crabs. when i finally beat the crabs the cuttthroats appeared and fought me then the quest disappeared. but i still can't talk to Jack about what the cutthroats were planning.

You need to go into the skyway and fight cutthroat ships as the next step to find out their plans. Check your quest log for the missing quest; Type "q" to bring up the log.
