Mooshu Gold shipment bug

I am on the quest "The gold and Egg" and am defeating numerous Marleybone ships, but I never seem to get the shipment of gold for Shiro Kujo. This keeps happening to me in the Hammamitsu skyway near the stormgate to skull island. I was playing solo.

Has anyone else experienced this issue? It may not be a bug, but it seems my chances are slim nonetheless.

Don't worry. This quest took me about 40 ships to complete, although my cousin only took 4, which I really envy.
