I have noticed that when promoted oingo boingo looks completely the same. the only difference is that he learns a new epic. Why does he look the same promoted as he does not promoted?

Oh oh! Oingo Boingo's look should be updating. We'll take a look at it and make sure it gets fixed in one of our upcoming updates.
