Orb of Nefarious Death affected by wrong buff

I am a Witchdoctor whose weapon of choice is the Orb of Nefarious Death, and I have noticed that my spooky skull can't seem to make up his mind on whether he's an Agility or Will based weapon.

-Critical chance shows that it is affected by WILL.
-Weapon power shows to be boosted by WILL.
-Casting a Juju buff grants me an AGILITY buff.
-Using Old Scratch's spell power buffs while I am not adjacent does not affect me.

So is the Orb an agility based weapon for a class with high will, or is it will-based? I should think it would be will-based since it's part staffy.
