Promo for Ratbeard stuck midway

On my swashbuckler, I was promoting Ratbeard and I had to speak to Lasko in Scrooge's house, but the quest is stuck because Lasko doesn't show up and the quest arrow just leads to the spot where Lasko should have been. Please help.
