Rabble Rouser Quest Problem

In the quest Rabble Rousers, you are supposed to fight Cutthroat Ships in the Terra Primata Skyway. A quest I was working on had me fight Cutthroat Ships in Skull Island Skyway. I was very surprised to find that these ships also counted for the Rabble Rousers quest! I think you should either require that Cutthroat Ships in Tierra Primata Skyway be fought or remove the description of where the ships need to be fought (the first is preferable).
