Side quests leading to Main quests?

The quest “The legend of Burly's Gold” is designated as a side quest. The quest Drake-ing Bad” is designated as a main quest. Shouldn't Drake-ing Bad be a side quest? If not, then The Legend of Burly's Gold needs to be a main quest.

The “Idol of Toloc” is designated as a Main Quest. However, we get that quest by going on the quest “An Archaic Curiosity” which is designated as a Side Quest. Shouldn't they be designated the same way? Either both as Side Quests or both as Main Quests?

I have not looked at these recently but I think you get those quests by going into a dungeon, and when your are inside a dungeon, the quest in the dungeon becomes a main quest. Not sure though.
