Soul Harvest not activating

I recently acquired Baron Samedi's Masque on my musketeer, when I tested it on lower level enemies it didn't work at all no mater how many I defeated. I was using a shooty weapon if that has anything to do with it.

You must have a staffy weapon equipped and defeat an enemy using WD attacks for it to activate.
