This bug has been going on and it's still bothers me seeing my Lucky Jack Russell still at Dog Corsair and unable to promote to Dog Windjammer because Captain Hande will not show up. Even after I enter the Pirate's Den, nothing shows up, although the quest still remains unfinished. I left the area due to Hande respawning, and it went on for nine battles, until I decided to leave. When is this bug getting fixed?
