Cowards Bane 3 rarely holds anything

I decided to train cowards bane three on my witch companions thinking that its holding ability would be good to have. So far it has been cast likely around 15 to 20 times, of those times it held only once. It would be a nice talent if it actually worked well, but as it it its just another Pirate101 tease that never functions.
