Are the Nefarious Staff and Imperial Robes of Moo Manchu banned in Ranked PvP? I want to make sure they're allowed before I start farming for them.

The Nefarious Staff is in ranked PvP and is by all means fair, the robes are also in ranked PvP but the amount summoned is based off of your will

By the amount summoned, do you mean there level, or how many of the Warriors are summoned? Pretty sure you meant the latter, but just want to clarify.
