Why so long in the PVP 1v1 Q?

I know this has been asked before / but from what i was able to research here on the forums it has never actually been answered by Kings Isle.

Why is it that you can wait so long in the Player Vs. Player / 1 vs. 1 fight que.

Last night my friend and i waited 43 minutes and Never got a match. We are both the same rank (warrior He is 123 and i am 144) yet we never got a match with each other or ANY other person.

Is it broken ? Does it ignore people it they have fought before ?

I'm sure that the system won't ignore people who've fought before, as I've done that with a friend where we constantly pvp'ed each other. I don't exactly know why the que is so long, but good luck!
