I just got the quest "I've got the powder" and the fusilier powder drop rate is very, very, very low. Please KI would you raise the drop rate?

I had the same problem with "Your Majesty's Secret Service", Bonnie Anne's second promotion. I had to sink that same ship, and only that ship, like 4 times before i got the peice I needed.
