Sniper talent

Musketeers get sniper as their level 15 ability quest reward. When I look at it in the list of talents, it says their is a rank 2. How do I get it?

Sniper Rank 2 (as long as spirit sight rank 2 and alert rank 2) is not avaliable to learn yet. It's a preview of a new talent you will get in one of the future update.
