I can't get into Valencia?

I'm currently a member, and I have been for awhile. I'm trying to complete The Hat Trick quest, and to do so, I have to get into Valencia to defeat Armada Ships and collect the Capello. I have the Indigo Windstone, however, when I try to enter the stormgate, I'm greeted by the blockade saying, "Away with you! Passage is forbidden by order of the Crown." I also have 2,500+ crowns. I'm not sure if they're necessary or not, but I feel it might be important to mention that I have them.
I've tried everything I can possibly think of, but it's just becoming extremely frustrating at this point.

Ahoy!

You will need to complete the quest "To Avernus, and Beyond" first, and then you will be able to continue with the "Hat Trick" quest.
