Inoshishi Warlord Broke?

I need to kill Inoshishi Warlord in Commodore perry's house. I died. Went back to do it again, and he's no longer showing. I've gone out back in, relogged, waited a few days. Quest arrow points me where he is supposed to be, yet he's not there. Anything I'm missing to make him appear??

I had friends telling me during the last weeks of Beta this happened to them...send something to support and they can probably reset.
