Seems to be a bug at the grave, never becomes active no matter where you are at the grave. Seen others having same issue not being able to complete this quest.

Any ideas?

If someone else has used it recently it becomes inactive for a while. The time to wait is too long and shouldn't be there at all.

A workaround is to switch realms and try again.
