docks, some places that sell ships, you have to unequip your ships before you can sell them

You know, I never have been able to sell mine either. Whenever I try, it will simply say 'No Sell.'

You need to take all their equipment off first, then head to the nearest SHIP VENDOR and go to the sell section. Make sure they aren't equipped, and you can sell them.
