The Big Guns...Out Of Gunpowder???

This bug just keeps re-appearing almost every time.The Big Guns- 100% chance of fire, right? More like 50% chance of 100% fire. I use the Big Guns occasionally to leave a trap of fire for the enemy to walk through, but i get disappointed to see no fire! This overall ruins the trap and my strategy. Is there a reason that it is not working? I know that it does not work on your ship, but even in land battles it does not trigger fire.
