Enemy "Quick Draw" problem

I have recently been seeing enemies using Quick Draw against my units when they are using AOE abilities. And it isn't just against musketeers. I have had them do it when I do the privateer gunnery powers and when my swashbuckler did Assassins Mist, which is in now way a ranged attack.
I have noticed it most in Marleybone against the radical reynards.

I have the same problem with some musketeer powers against the radicals, as well.
