Why Armor? Death Lily Kusari

So, this is something I've been juggling with for the past few days. The lvl60 hat(Death Lily Kusari) gives agility and armor. Why armor? Wouldn't dodge make more sense? I get Swashbucklers aren't the sturdiest class, but Swashes specialize in dodging not tanking. There are plenty of powers that grant armor if you need it. Just doesn't make much sense to me.
