cant put stuff in water in castaways cove

I don't exactly know if this a glitch or not but I can't place things in the water in the castaways cove. this water covers a decent amount of land and I would like to put some things in it. if this is a glitch can you fix this if not can you change it. thank you.

This is not a glitch, you place things on/in the water in any house.
