El Toro: Strong, but Not Accurate?

How come on my account, El Toro as a companion barely ever lands a hit? I even gave him Accurate 1 and 2 but he still misses a lot! Is there something I can do to improve his accuracy?

There are powers that will increase the accuracy of the companions in a 9-square area for a certain amount of turns. This is also good for Witchdoctors.

El Toro can get that power when you are almost done with Cool Ranch.

My only character that is that far in the game is a privateer. Also, never mind, he lands more now.
